Mozilla Firefox/Google Chrome

Internet Explorer is always behind in the web browser race without having good security, quality extensions, or the speed of other browsers. The best choice is generally dependent on the user, I prefer Firefox but it can be a little bit of a memory hog so for slower computers I generally recommend Google Chrome. Neither choice is wrong in my mind.
